Job Title: EL Program Coordinator 

 

Location: Franklin County Schools 

 

 

 

Position Summary:

 

The EL Program Coordinator provides essential instructional support to teachers and assists in implementing comprehensive English Learner (EL) programming district-wide. Responsibilities include coordinating instructional strategies, training, and support for EL teachers and facilitating parent involvement activities. The coordinator will manage compliance reporting, EL student testing, and data tracking, and will work with various stakeholders to support the district's EL population effectively.

 

Essential Duties and Responsibilities:

 

- Provide instructional support to EL and classroom teachers for at-risk and ESL students, including guidance on scheduling, lesson plans, instructional strategies, documentation, and adaptation of instructional materials.

- Develop and deliver training sessions on effective, research-supported instructional strategies for EL teachers.

- Attend professional development activities and serve as a “train the trainer” for other staff across schools.

- Support schools in creating and executing parent involvement programs aligned with federal guidelines.

- Monitor compliance and complete required state reports for EL programming.

- Conduct and coordinate staff development for classroom teachers on EL standards, cultural awareness, and effective instructional strategies for culturally diverse students.

- Assist with implementing WIDA standards for tracking EL student progress district-wide.

- Collaborate on developing the district’s EL Program Plan and the annual Title III application.

- Assist schools in planning and conducting parent training and involvement activities, including district-wide events.

-Provides guidance to additional program staff hired to support the EL program, such as the EL parent liaison, part-time tutors, and admin support.

- Coordinate school tutoring and summer programs for EL students.

- Facilitate the enrollment, testing, and orientation process for new EL/migrant students.

- Oversee the annual English language proficiency testing for EL students and maintain accurate student records.

- Organize semi-annual meetings at each school to review testing and class modifications with EL teachers, test coordinators, and principals.

- Conduct monthly department meetings with EL staff.

- In partnership with the supervisor, develop and manage the EL Program Budget.

- Perform peer observations of EL teachers to support quality assurance.

- Provide support for the Migrant Program as required.

- Undertake other duties as assigned by the supervisor.

 

Minimum Qualifications:

- Education and Certification: 

  - North Carolina teacher licensure in English as a Second Language (ESL) is required.

- Experience: 

  - Prior experience in teaching, curriculum development, or coordination in an ESL/EL environment is preferred.

- Knowledge, Skills, and Abilities: 

  - Strong understanding of ESL instructional strategies, WIDA standards, and Title III compliance requirements.

  - Excellent organizational, communication, and collaborative skills.

  - Ability to provide effective training and support to educators.

  - Proficiency in data management and familiarity with digital tools for tracking student progress.

 

Physical Requirements:

- Must be able to sit, stand, and move throughout the school and office environments.

- Ability to lift up to 20 pounds occasionally.

- Capable of reaching, bending, and handling documents or materials as required.

- Frequent travel between schools may be necessary; a valid driver’s license is required.

 

Employment Type: Full-time, 12-month position
